"Capricious world oil markets have posed a serious threat to China's energy security and sustainable development," Chen Huai of the State Council's Developmental Research Center told the paper.

China should immediately establish a 15 million-ton (109 million-barrel) oil reserve in an effort to protect national energy security, Li Shengsheng, of the State Economic and Trade Commission, told the paper.
