Good article, Ken.

I am quite familiar with the RWIN issue as it was the cause of my diminished download speed initially experienced after provisioning of my IDSL 10 days ago. I learned of this issue via a tweak tool a DSLReports.com, which informed me my RWIN setting was "way too low." After doing some research I installed a small file which reset my RWIN in my registry file. I personally found the following piece I came across was very informative: dslreports.com
