Why a double speed ALU is almost useless.

If they made the speed limit on one mile of the Bay Bridge 100MPH, would that allow more people to get through the toll booth each hour?

No. Because the traffic flow is determined by how quickly they can collect tolls, not how quickly people can drive on any particular stretch of the bridge. A CPU pipeline has very similar characteristics. Generally speaking, the MIPS of a processor is determined by the slowest pipeline stage, rather than the fastest.
