Also helping prices rise were reports that Tropical Storm Debby was headed for a collection of Caribbean islands including the U.S. Virgin Islands, where the Western Hemisphere's second- largest refinery is located. Debby was about 280 miles east of the Leeward Islands, heading west at 22 miles an hour, the National Hurricane Center in Miami said.
