The contrast between how we appraise our our presidents versus how other countries do is interesting. I've heard many anecdotes similar to yours .

From abroad, it's a given that even amidst economically "trying" times (by our definition) Americans still have it better than most of the rest of the world, so I would guess for Soviets, for example, economic success is not a primary yardstick of an American president's efficacy. I think foreign citizens might have a different set of criteria for evaluation--maybe moral courage and decency, which are in such short supply among politicians around the world, shine even more brightly when displayed by the most visible of the world's leaders.

Most of the dissident types I have met despise Carter and adore Reagan, but that is only anecdotal evidence......
