Actually, I don't think security is the issue. I'm just not sure what is the issue. You can buy a Dell, presumably legally exported, in Hong Kong, it will just cost close to $1000 more than an equivalent system in the US, and the customization options will be very limited. That's hardly competitive. If foreign buyers could simply log on to the site and order direct, as a US buyer would, I'm sure there would be a huge influx of orders. The price difference is far greater than shipping cost.
