I'm not - it was intended to be argument ad absurdum. Clearly, I didn't make that clear to you. Eisenhower wasn't responsible for the Cold War, any more than most Presidents are singly responsible for anything that happens on their watch. Some clearly blame Eisenhower for escalating it and not keeping Nixon on a shorter leash. I think that's wrong. Just like it was wrong to blame Carter for the 2nd oil crisis and the Misery Index. I think these kinds of positions, like the one e-Bill posited, are moronic. Congress holds most of the power in this country, not the President. They set the tone with the Army-McCarthy hearings. President can veto but if he is wrong, or is believed to be wrong by Congress, he can be overridden. Why don't people blame them? Because the blame is distributed and there is no ONE to blame. The President makes a convenient symbolic figurehead, like Reagan was. I understand that, but it's not really true.
