OK, without going to a dictionary, I'll free associate a little here. If a man is young and/or good-looking, he can be a rascal, if the ladies like him, and a rake, if he goes from lady to lady, but I just don't think he's a roue until he's no longer young and/or good-looking. Maybe it's because the word reminds me of rouge. I have a mental image of a man with dyed hair carefully combed to cover his bald spot, who is wearing fussy clothing. He isn't interested in his job, or the outdoors, or anything but chasing tail.

OK, did a google search, old roue is in the vernacular, young roue went out with Thackeray and Bronte.

These days it means dirty old man.
