The well was probably abandoned because the casing design would have been unable to handle the pressures had drilling continued. "Unexpected" is the key word here, especially in combination with the relatively shallow depth.

Sometimes this can be addressed by setting the next planned casing string early and dropping down to a smaller hole size, however this has important repercussions as progress is made. It may be that a smaller hole size at TD was unacceptable for technical reasons.
