In "the real" it means individuals are above the State. It means the State exists to protect rights and serve, but NOT to provide for or accumulate power at the expense of its people.

It also means that every individual American's rights supercede any other American's need. And no person or group can create a "right" that actually violates or diminishes another's right(s).
