actually it is beginning to diverge from the OEX itself...that may be more meaningful than its absolute level. but i wouldn't be surprised to see it go even lower.

Note that the volatility of the VIX has declined significantly since March. I'm not sure that there is an interpretation of what this means, but it is a feature of the chart.
