Developing one was a topic of great interest last year. Check out Tekboy's posts on the failed, Operation Catfish (as in bottom feeder). The interesting point is that finding buying opportunities is almost trivial if your holding period is long term. Aunt Nancy's portfolio, which was just put together in the last 18 months, provides a good illustration:

If you want a reasonable approach, a limit order set a few percent above the 50 dma of a stock will usually be filled in a reasonable period and get you started with a "bragging rights" entry point. But it really won't materially change the wealth building potential of a ltb&h investment.
