Hi TD,

I just glanced over an old article (98)about Chavez and it said that several of the large oil co's like were not proceeding with projects because of his election. The article also said that at least at the time, Venezuela was the largest exporter of oil to the US. Obviously, Chavez is worth watching. Thanks for pointing it out.

Tom, a few days ago you mentioned the Volatility Index. I looked up the chart (ticker VIX) at DWA and noticed the chart has given three sell signals. Does the chart move in a contrary manner? In other words if volatility is high does the chart trend downwards? I'm trying to understand how to use this indicator. Could you take a moment to say a few words about this chart?
