In most states, I think you're right. But in the back of my mind is that some Southern state(s), maybe Mississippi, allow marriage as young as 13 with parental permission. Any Mississippi lawyers around here?

You can marry younger with parental consent or if you are emancipated- I would have to check the statutes, but I think that is the case.
