Nice document, but there are no rankings that I could find anywhere there. You guy's are really the chumps here, The EPA is the "controlling legal authority" with regard to pollution, either they allowed Texas to do what you claim our they didn't, if you don't understand that then this argument is just plain useless. If Bush choose to keep some businesses grandfathered, more power to him. Because if it fit within the totals of EPA guidelines then that makes him smart. If your car has to go through a periodic pollution check and the agency tells you that you can lean out the fuel mixture (turn a screw) and meet the requirements or you could go buy a hody-glooper attachment for $5,000 and beat the requirement, which would you do? Are you the same guy's complaining about higher fuel costs?
