I've posted before that I would be surprised if, clock for clock, P4 is much more than 10% slower than P3 on most code. It just doesn't seem possible that a new, much more expensive to build (217 mm2) chip could be. But Scumbria designs chips, and knows 100 times as much as I do about such things. If he expects 20 to 25%, that's probably what it will be. So, at this point, I "expect" to be surprised.

It does seem incredible, though.

To get back to your question, my take is that Intel has been pretty busy trying to rally the troops around Itanic's new software requirements. You can only go the well so many times, and Microsoft, etc. can only target so many architectures at once. In any event, the chips have to yield decent performance on what's already out there, anyways.

AMD's strategy of minimizing the effort needed to support Sledgehammer and Clawhammer is looking smarter and smarter.

Don't you think INTC is working with software guys for some time on these issues or did they just design this thing in a vacuum?

When you buy a product such as MS Office, Oracle, IIS etc, with few exceptions (Direct X) you get 1 executable that is going to be used on machines starting from Pentium / K6 all the way to P4 / Athlon. The software makers will not be optimizing for P4 anytime soon.
