So you are basically saying why does AMD need to make "drastic" price cuts right now?

The last time AMD did an all around price drop was in April.

For comparison, Intel also dropped prices in April, and did so again in July, and will do so again this weekend.

Since April, AMD has had one price drop while Intel will have had two price drops after this weekend.

No, Intel's price drop in July and the upcoming one aren't as "drastic" as the one AMD just did, but if you combine the two price drops you will probably see kinda close percentage drops. (That's my WAG.)

Because they can and it doesn't affect them, but does increase demand.

Intel will have done two moderate cuts twice and AMD did their "drastic" cuts once.

Intel's next cuts are in late October. Don't know about AMD's.

If you still aren't convinced the price cuts aren't anything big, I have no idea else I could say...
