OT: FLACK, I think I just figured it out. You said that the file got renamed when you downloaded, so, it's likely the file extension got changed. We need to change that file name back to 'NXTL0001.tpl' because the WOW.com program is only looking for chart templates in that folder that have a file extension of .tpl (tpl as in template).

Go back and use the Windows Find utility and get that funky file name back on your screen. Right-click on the name. Click on the Rename menu item and key in NXTL0001.tpl

Now, try building the new chart again.
