Hays accurately called the first phase of this bear and the first rebound as well, but he seems to have tripped up in his call for phase 2 to begin in July. Nobody gets it right all the time. Still with the VIX now just slightly above 19 -- one of its lowest readings ever -- and the dollar perhaps starting to roll over-- I will be very surprised if this rally lasts beyond labor day. And when the rally ends a big drop is sure to follow.
