I have not studied the proposal, but it sounds okay to me. It is a fact that students at historically black institutions tend to do better than those who are minorities on campus. (I do not know about Hispanics). It is also true that an inadvertent side affect of aggressive diversity recruitment has been to undermine support for some of these institutions. I am not a libertarian, and therefore I accept some degree of government aid to worthy causes.........I did not notice any rhetoric I would consider particularly leftist........
