Since parents can elect to use their vouchers at the affected school, if there is nowhere else to go, or they buy the excuses, there is no harm. In most instances, inner city school will fall below the line, and there are plenty of parishes already who provide parochial schools for mostly black protestant kids. A lot of churches are likely to follow suit if there is funding, and maybe even some secular reformers.......
