Joe, there is no law of physics that states that power supplies increment in 0.05 volts.
All these processor core supplies are custom designed and can be designed to output any nominal voltage.
Of course I've never seen an asymmetric tolerance to a nominal voltage. What you originally said (i.e. 1.78 +/- 0.06V) makes more sense. One does not usually "round up" when you are specifying a tolerance of <3%!

Must be this "new engineering" :)

This means 1.72V to 1.84V, or 1.78 +/- 0.06V. But since the power supplies supply voltages in increments of .05, they just rounded up to 1.8V.

Cumine 1.133GHz parts have an asymmetric Vcc spec. of 1.8V +.04V/-.08V

The tight upper tolerance on the voltage means two things:
1)Intel doesn't feel its safe to raise the voltage a smidgeon more. Therefore, they won't be able to come out with a higher speed grade by boosting Vcc.
2)It places extra requirements on the power supply -- if its output is just 0.05 volts too high, your $1,000 P3 may blow out.
