Interesting backgrounder on Belgium: vvb.org As for an International Court of Justice, I'm afraid that none of the so-called industrialized countries will ever agree on handing their accused military personnel over to a jurisdiction other than their own martial court.... Do you think Israel would send its Tsa'al officers to an ICJ? And what about Russia (Chechnya)? France (Central Africa)? Belgium? Chile? And how to deal with private armies that are hired by Western countries --Executive Outcomes, etc.?
