As far as I know, the theory of Luna being "torn from the Earth" is still hotly debated and recent findings seem to make it less likely that happened. More likely it was a planetoid that was captured by Earth's gravitation eons ago.

As for others who hold the hypothesis of polar shifts, there are many. Frankly, I was not aware (perhaps I cannot recollect) that Velikovksy ever promoted multiple, pre-historical pole shifts, at least not in his work, "Worlds in Collision." I'd have to review it to be sure since I read it years ago.
