No, I did not select your first alternative, which by the way, you just reworded. Your original statement was the NT was not a suitably flexible platform on which to build. I disagreed. Now you have changed your statement to it not having the flexibility to allow increasing overall stability without an overhaul. This statement just does not make sense. Is there a product of any kind out there that can magically increase it's overall stability over time without being overhauled or enhanced?

Let me be very clear: Did NT 4.0 need stability enhancements? Yes. Does Windows 2000 build on the base that NT 4.0 provided to provide those enhancements? Yes.
