In the year Itanium was supposed to be released, .25u process was the most advanced process.

EricRR, this is already a well covered topic. Intel has traditionally launched new architectures on N-1 process technology to reduce the number of variables you have to deal with. Once you are happy with the silicon functionality then you do a rapid shrink to more cutting edge process technologies.
