In the case of the standard traffic light, intensity is reduced by filtering of the incandescent source to get the colors red, green and yellow. So, that could account for part of the discrepancy since the efficiency numbers are just for the source. I would assume that the wattages given by Savage are for comparable luminous flux (lumens) at the observer, since that is the critical number that the spec is probably based on.

That's all I could think of. Feeling a bit dim myself, today...
