If you want to sell electronics, you have to get an EMC approval of the system. This approval has to be done in the U.S., Europe and in many other markets. This includes the PC, which in this case was delivered by Compaq. Since it is very costly to get the system approved, they don't change a thing in it unless absolutely necessary. The PC involved is from before Windows 2000 came out, and if I know the company well, it is the same PC for all markets, and not many companies can deliver that. Compaq doesn't has it on their official list any more, because they got newer models.

Remember, it's not everybody who works in an office. Not everybody uses only Microsoft Office.
