Jerry, that 3GPP link has been there quite a while and is merely a listing of company declarations that claim to have essential IPR for the standard. Some companies are more detailed than others. So the list does not represent any kind of evaluation by anybody of the claimed IPR.

If you motor around more on the site you will see that the WCDMA 2000 standards are, as IJ has stated, still in a state of flux. Some bureaucrat named John Meredith is supposed to be coordinating all that.

I check these guys fairly frequently to see if they've published a standard, other than the DoCoMo 1999 version.

Hard to see how the 3G3P (patent platform) people can get wrapped up until the standard that non-Japanese carriers plan to use is finalized.
