I didn't want to say stupid when I was talking to my friend because it would have stopped the conversation. What is interesting is that it isn't even malevolence or obvious politics at work. It is just a mindset. The FCC primarily it seems is a watch dog to make sure providers follow through on their commitments that they sign when they buy a public good like a slice of the airwaves. Whether it is universal service, or buildout within a fixed period of time, they feel like providers are always trying to chisel the FCC and its public trust.

The Euro mindset seems to be much more hand in glove with the local telco provider and makes sure that each government gets their fair share and that they all benefit relative to those outside the EC.

There has to be a story or a book here about how the result of these two mindsets - a legal/adversarial and non-techie view by the FCC in the US vs the common standards and unite against outsiders view in Europe results in very different policy and outcomes. Even when the US comes up with the best technology in its approach to multiple standards, the FCC seems to just blow the opportunity.
