For example, when the person stands in closer relationship to one, such as a friend, spouse, or child, or when an emergency arises where "common decency" dictates an effort, as when one calls 911 to report an automobile crash, or throws a line to a drowning man. There is also a reasonable contribution to the community. Although ordinarily one is allowed to determine its scope according to one's circumstances and conscience, the assessment of taxes in part to secure a "safety net" for those in trouble is a normal function of government. Since there is no "magic number" to determine the allocation, it must be arrived at by democratic processes, keeping in mind that taxes should not pose an undue burden on anyone.........
