They need that $15 million given all the red ink they are bleeding. Given that many Inut professional services agencies are trading below their IPO prices they are going to need that dough and probably lots more since the window remains closed. These stocks all have their reverse rocket boosters on.

EMSO still on track for a Fall offering. They filed an amended S-1 on August 17:

sec.gov

Hard to say how the offering will be received. Timing is everything and they are late to the party.
