I think SEMI always reports a three-month average. For example, their number for July bookings is actually an average of May, June and July. That helps smooth out the lumpiness of orders. Same for shipments.

When SEMI reports that July bookings are up, compared to the previous month, what that really means is that bookings were bigger in the single month of July than they were in the single month of April.
