Maybe Carol's appointment to NZ was to show the contempt the USA has for free trade. Appointing her to NZ was perhaps a way of telling NZ to stop whining about how there should be free trade.

Contrary to what many in the home of the free and land of the brave would believe, the USA is NOT the citadel of open markets some try to pretend. Sure, it's better than most. But the USA has not yet entered the Sainthood of Free Trade.

Why, even the boss of the World Trade Organisation is Mike Moore from New Zealand [who invented, truly, the Lamburger]. But he can't get the USA to Tear Down That Wall as Raygun so famously invited Gorby to do. The USA protective Trade Walls remain intact - to prevent powerful nations like NZ from selling sheep cheaper than America can produce them [with less radiation content to boot!].

Actually, I can't recall Carol saying anything wrong so far. But I can't recall her saying anything either.

PS: The funny thing about Tearing Down the Berlin Wall was that as soon as it was torn down, the West started to think they'd made a big mistake, with the influx of Eastern Europeans into the wealthy west, voting for more state handouts, going on the dole etc. Gorby should have simply said "Okay then!" and turned the hordes loose. The sight of the USA quickly building a wall to keep people out would have been laughable.

It's a bit like Mexico. The USA has now got Nafta but they have built a decent sort of wall along the border [making sure it's permeable enough to keep the agriculture and domestic help markets supplied with cheap workers].
