MD will probably do the moratorium when the estate planning issues are completed. They're probably very close if not there now. Call up Susan and ask her where they're at with these issues.

A partial moratorium would also go into effect if Bush were elected ("partial": Govt. has a habit of changing it's mind about everything - so large net worth individuals end up having to plan just in case the estate tax is brought back by either party later) since Bush favors doing away with the tax; Gore doesn't (Gore must agree with Clinton that the Govt. needs the money).
