I have yet to find anybody who can predict with any degree of accuracy where the price of Pd is heading. Most of these kinds of statements I take with a grain of salt.

Does it matter? Pd is at near record levels and Pt is catching up. PDL will do great with Pd maintaining this level. Certainly Pd and Pt have both been better investments than gold or silver in the last few years. Of course it's a thinly traded market- nobody has the physical to cover the paper trade and they don't want to be on the wrong side of the trade. And where is the new supply? Of course there won't be any new Pd or Pt mines in the next 2+ years- only expansions of present mines.
