Looks like they have a vested interest in presenting the information in a certain way. By the way, here is the actual study as presented to the writer of the article. Notice the biased way in which it's presented. An objectively based organization wouldn't present a study that way. Or come to such definite conclusions. cjcj.org But let's not stop there. Let's take a look at some of the people running the organization. The President (Vincent Schiraldi) has strongly opposed the 'three strikes your out' initiative in California, and looks to be an active lobbyist working to repeal the initiative. No doubt the rest of the organization is comprised of like-minded liberal Democrats, who've been soft on crime for years. So basically the study is from a Democratic front group. Interesting on the surface, and I wouldn't completely dismiss the findings, but I sure would want a lot more information before I sucked it up hook-line-and-sinker, the way you apparently have.
