Michael, the former bar bouncer who was hired as Chief of Security supposedly ordered the files. He had no security clearance and it could never be determined who hired him. It seemed that Hillary Clinton had directed he be hired but no one would ever acknowledge who hired him. It is amazing personnel records wouldn't show that. Must have been jury rigged by Clintonistas.
