The 47-year-old financial administrator became the first French man to take advantage of a tube-snipping tourism service offered by the British family planning charity Marie Stopes International (MSI). The 19th century Napoleonic Code proscribes acts of ''self-mutilation'' and is sufficiently vague to prevent French men from undergoing a vasectomy on their native soil, MSI said. Schnakenbourg, from Essonne, outside Paris, was given the operation for free, but his countrymen who follow will have to pay about 200 pounds ($300). Doctors performing the simple operation in France risk criminal charges, even though there have been no prosecutions in the last 40 years, MSI said. The number of vasectomies performed in France is listed as nil or negligible in the latest United Nations statistics on global contraceptive usage.
