Modern CPUs require a fan. That's true of Intel parts, AMD parts, etc. The difference is, that Intel parts don't work even when they do have a fan, while AMD parts can be relied upon.

Intel said the recall won't have a material effect. Sure it won't. Just like Q2 of 1999 when AMD couldn't ship anything at Intel's fastest speed grade (around 450MHZ) and very few parts one and two speed grades down from that. But they had plenty of 300MHZ parts.

Intel wasn't fooling around when they desperately attempted to keep up with AMD. Fully burdened with depreciation and overhead, Intel's cost on a CPU is over $100. If they can't get more than that as an ASP, they aren't going to make any money. If they can't ship large volumes of parts within a speed grade or two of their competitors, they won't get the ASPs they need.
