the study being commissioned from an organization who's prominent member is Milton Friedman
The study was commissioned from the Hoover Institute but run by the schools under study. Regardless, all the study showed is that if minorities are allowed access to good schools they do better than they do in bad schools. It makes the case for improving the public school system in poor neighborhoods.
