I'm no software engineer--I have no idea what it means.
Here is my guess:
The fact that the cpu is running VxWorks may mean nothing.
I think the important paragraph is this:

``Xilinx customers have been asking for tools and design methodologies which speed their time-to-market,'' said Rich Sevcik, senior vice president and general manager of IP, service, and software at Xilinx. ``As a member of the WindLink program, we will now be able to bring operating system-level design tools to both traditional users of PLDs as well a new class of firmware development engineers.''

I bet it is something out of EST that doesn't have much to do with VxWorks.
Its interesting that a search for Xilinx on the WRS site produced no hits, given that Xilinx yesterday announced that they are a Windlink partner.
