The UK licenses are for 20 years to 12/31/21, and I believe Germany's are the same.

You make a good point. However, don't you think that this huge expense (tax) will force them to put this spectrum to use ASAP? And if the cost of the spectrum is so high, it makes sense that they will want to put a system in place that allows them to minimize cost & maximize revenues on that system?

WCDMA or even (dare I attempt to upset the Euro-centric crowd) a CDMA 3G system seems to fit the bill. It will not do them any good to pay for this new spectrum & let it sit idle, don't you think?
