I have to disagree with you on this point. If you are a carrier in a country with an auction, that has spent billions building out your network and building a customer base, what choice do you have other than to bid as much as it takes. BT would look awfully stupid in the UK without any 3G spectrum, don't you think? If you think BT's stock is low now, think about where it would be without 3G spectrum in it's own country.

The outside carriers are cognizant of this, and are bidding the auctions up in an attempt to weaken their competitors (and successfully so). High stakes poker. The carriers are just as devious as the equipment manufacturers.
