None of it was illegal, nor even uncommon practice. It is common practice for the city to help build the stadium, in anticipation of increased tax revenues. It is common practice for a city to offer other inducements in order to get a major league franchise. If Bush's name and contacts were worth it to the other partners, that is their business.

On the other matter, there is nothing clear about his intention to sell the team. What is clear was that it would not be an ordinary part of the portfolio, and as there was no requirement that he get rid of it, he didn't. Thus, there would have been nothing blind about it anyway. If Dubya did such a good job as managing partner that it lead up to such a lucrative sale, then more power to him..........

The deal allowed Bush to pocket nearly $15 million, a 2,500 percent on his initial investment in just eight years.

Heck, if he'd have put that $600K into EMC or JDSU instead, he'd have made over $25 million!
