I think you owe Michael an apology for that crack:

You keep telling yourself that. One of these days you might even believe it.

Are you saying Gore's spending proposals are not going to bust the budget? You can't really be in that much denial can you?

To address your point though, you're correct. If the congress stays Republican Gore will have little chance (just as Clinton did the last 6 years) to bust the budget. You see, beyond the rhetoric and platitudes, the congress actually does control the purse strings. Yes, the President can work around congress and influence them (as Reagan did to cut taxes) or he/she can veto the budget time after time and force a shut down of the government (as Clinton did because the congress wouldn't spend enough), but the actual spending is done by congress.

Reagans tax cut did not cause the budget deficits. As evidenced by our governments own numbers related to revenues. Revenues to the government coffers doubled throughout the 80's. Unfortunately, spending by (I never met a government program I didn't love Tip O'socialist Neil) tripled.

If Reagan is to blame because of his insistance to build up the military, then it was a decent investment. My children will not have to worry about the evil empire behind the Berlin wall during their lifetime. Additionally, look at the markets for goods and service it opened up for American businesses. Windows and American computers are known and used the world over, and it's because Reagan played a significant role in the destruction of communism around the world.

Michael

<i.But the Democrats had nothing to do with the surplus, right? The groundwork was laid by the Reagan and Bush administrations, right?

Right. It took a Republican Congress to balance the budget. JLA
