Excerpts from CBS MarketWatch article:
cbs.marketwatch.com

GTSI CEO Dendy Young said, however, GTSI and IBM Global Services-Federal, a division of IBM (IBM: news, msgs), were awarded contracts to compete for $857.2 million in United States Army business.

Young said his company has been awarded no money up front, and that he doesn't know how much, if any, the company will receive.

Army officials could not be reached for comment and it remained unclear what the total value of the contract was and what portion of the contract the companies were eligible to fulfill. There were conflicts in the news releases issued on the Department of Defense's Web site.

No money up front from Defence Department. . conflicts in news releases. . .IBM competing for same money. . CEO doesn't know how much money, if any his company will receive. . . stock is nearly double where it was prior to news release.

Seems to me that short-selling above 6 would be the best play.
