No, jla, there was a real dilemma. Even had they the votes, you do not want get rid of a president with a polarized vote, and the possibility of portraying the matter as a partisan vendetta. That would not only create political backlash, but it would undermine the public's confidence in the government. On the other hand, you don't want to wink at the misdeeds of the president, and make it seem that it is no great matter to defraud the court.......
