Yes, an 8 inch wafer is (approximately) a 200 mm wafer.

I think Tower's Fab 2 is going to be more of a 'job shop' facility, with a flexible configuration to handle even the smaller production runs possessing 'value added' specialized IP logic circuitry. (Consider that the CMOS image sensors recently announced by Photobit garner $2k-$2.5k a piece). In that scenario, 200 mm is reasonable.

I've heard them mention a potential Fab 3 as well (the follow-on to Fab 2), although I don't recall its respective wafer size.
