This "slower" market can last a period of time in terms of days and can be prone to whipsawing besides slow trading action.

I have noticed this also. Nonsensical whipsaws followed by a return to trend.

I find this is where careful selection of the instance of the setup to be traded is important. And it may just be better to not trade at all when the market congests over an extended period of time.

I agree here wholeheartedly. I am only taking perfect set-ups and fewer and smaller trades, until the liquidity returns.
